The Easttown Township Planning Commission shall conduct a special meeting beginning at 7 pm on Tuesday, October 25, 2016 at the Beaumont Elementary School, 575 Beaumont Road, Devon. At this meeting, the Planning Commission will consider a draft ordinance to amend the Easttown Township Zoning Ordinance and Zoning Map proposed by Anthropologie, Inc., for property located on the south side of Lancaster Avenue, north of Berkley Road, east of Waterloo Road and west of Dorset Road.  Copies of the draft ordinance proposing amendments to the Township Zoning Ordinance and Zoning Map are available for public inspection at the Township Administrative Offices located at 566 Beaumont Road,

The Township received a revised petition from Anthropologie, Inc. (Applicant) to amend Easttown Township's Zoning Chapter 455 with the Devon Center Overlay.  The revised petition removes provisions for multi-family buildings and includes the following:  

The Applicant is scheduled to make a brief presentation on the revised petition at the Easttown Township Planning Commission’s October 4, 2016 Regular Meeting. Formal discussion of the revised petition will take place at a yet to be determined Planning Commission meeting.

The Board of Supervisors of Easttown Township will conduct a public hearing and special public meeting on Thursday, May 5, 2016, at 7 pm, prevailing time at the Beaumont Elementary School located at 575 Beaumont Road, Devon, Pennsylvania 19333 to consider and possibly adopt the Devon Center Overlay Ordinance. A complete verbatim text of the proposed Ordinance is available for public inspection and may be examined without charge or obtained for a charge not greater than the cost thereof at the Township's administrative offices at 566 Beaumont Road, Devon, Pennsylvania 19333 during normal business hours, 8 am to 4:30 pm, Monday through Friday, and is also on file for public inspection at the Daily Local News, 250 N. Bradford Avenue, West Chester, Pennsylvania and the Chester County Law Library, 201 W. Market Street, Suite 2400, West Chester, Pennsylvania, where the same may be examined without charge. Notice is given that the Easttown Township Board of Supervisors shall conduct a public hearing beginning at 7 pm, prevailing time on Thursday, May 5, 2016, at the Beaumont Elementary School, 575 Beaumont Road, Devon, PA 19333.  At the public hearing, the Board of Supervisors will consider the Petition to Amend Zoning Ordinance and Zoning Map submitted by Urban Outfitters, Inc. and Waterloo Devon, LP, the property owners of property located on the south side of Lancaster Avenue, north of Berkley Road, east of Waterloo Road and west of Dorset Road.  Copies of the Petition to Amend Zoning Ordinance and Zoning Map, as well as concept plans for the proposed development of the property are available for public inspection at the Township Administrative Offices located at 566 Beaumont Road.  Any person who is interested in the application is invited to attend the Public Hearing.

The Planning Commission recommended the latest version of the draft ordinance at its regular meeting on Tuesday, November 3 to the Board of Supervisors. Before this item is considered at a Public Hearing, it must be reviewed by the Chester County Planning Commission. At its meeting on November 16, the Board of Supervisors authorized staff to submit the draft ordinance to the County Planning Commission for review.

The Planning Commission met on Tuesday, September 29, 7 pm, at the Beaumont Elementary School. At this special meeting, the Commission considered a revised draft ordinance to amend the Easttown Township Zoning Ordinance and Zoning Map for the land development proposed by Urban Outfitters, Inc. and Waterloo Devon, LP, the property owners of property located on the south side of Lancaster Avenue, north of Berkley Road, east of Waterloo Road and west of Dorset Road.  Copies of the draft ordinance amending the Township Zoning Ordinance and Zoning Map are available for public inspection at the Township Administrative Building or by following the link below.</p>

The Planning Commission will continue to review this draft at one or more public meetings until such time that it makes a recommendation to the Board of Supervisors. Once the Planning Commission's recommendation is complete, the Board of Supervisors will hold a Public Hearing before rendering a decision on the proposed ordinance and map amendments.

The Township has received a petition from Waterloo Devon, L.P., Urban Outfitters, Inc., and Anthropologie, Inc. to amend the Township's Zoning Chapter 455 with an Overlay District for the former Waterloo Gardens property and select adjacent properties located on the south side of Lancaster Avenue at Devon Boulevard.  These subject properties are collectively known as Devon Yard. 

The Pennsylvania Municipalities Planning Code governs the process for zoning amendments within the Township, including public notices, a public meeting, and a public hearing.  This process kicked-off with a special public meeting held by the Township Planning Commission on April, 27, 2015.

It is anticipated that the Planning Commission will schedule additional special public meetings until such time as it makes a recommendation to the Board of Supervisors. Once the Planning Commission's recommendation is complete, the Board of Supervisors will hold a Public Hearing before rendering a decision on the Zoning Chapter Text and Map Amendment.  

Future Procedure



If the Board of Supervisors approves the Zoning Chapter Text and Map Amendment at its Public Hearing, the Applicant will then submit Conditional Use, Land Development, and Subdivision plans to the Township. Residents will be notified of all applicable public meetings.

The Township's Zoning Chapter 455, requires that the Planning Commission first review the Conditional Use application. When appropriate, a Conditional Use hearing will be scheduled during a regular public meeting of the Board of Supervisors.

The Township's code also requires that the Planning Commission review the Land Development and Subdivision plans.

If the Conditional Use application is approved, the Board of Supervisors can act on the Land Development plans after consultant reviews and Planning Commission comments have been addressed. These plans would be up for approval as an action item at a regular Board of Supervisors meeting.
