Responsibilities

The Township Manager is the salaried executive officer of the township and is directly responsible to the Board of Supervisors. He is charged with administering the day-to-day functions of the township in accordance with Board policy. While he does not initiate policy, he does make recommendations in advance of Board decisions. The manager also prepares the proposed annual budget and recommends employee salaries. He serves, as well, as Township Secretary, Treasurer, and Zoning Officer.

The Assistant Township Manager develops grant applications, manages the Township website and GIS system, serves as the Easttown Municipal Authority Administrator, assists with the budget preparation and coordinates special Township projects.  The Assistant Township Manager serves as the Township Manager in the Manager's absence.

The Township Solicitor is a local attorney appointed by the Board and paid to serve as legal advisor for the township and to represent it in legal proceedings.

The Chief of Police is appointed by the Board. He is a full-time employee and has responsibility for the organization, planning and staffing of the Police Department.

The Road Department maintains, cleans and removes snow from township roads. The crew does not construct new roads in unimproved areas as that responsibility is assigned to the builder or developer. State roads such as Lancaster Avenue (Route 30) are maintained by the Pennsylvania Department of Transportation (PennDOT). Chester County has responsibility for bridge maintenance.

The Code Enforcement Department is responsible for ensuring that new construction, additions, alterations, repairs and conversions to existing buildings meet Easttown’s Building and Plumbing Codes and the Driveway Ordinance. The Building and Plumbing Codes are based on the 2003 International Residential Code of the International Code Council (I.C.C.) as adopted by the State of Pennsylvania for both one and two-family dwellings, commercial and other construction. The Plumbing Code sets forth the rules and regulations for the design and construction, repair and replacement of plumbing, drainage and individual sewage systems, The Driveway Ordinance regulates the design, location, construction and maintenance of driveways. Driveway permits are reviewed and approved by the Township Engineer.

Easttown receives its fire protection from two volunteer self-governing fire companies - Berwyn and Paoli. Each has a defined service area within the township. Both Fire Companies provide ambulance service. Funding for the fire companies comes from township funds, contributions and fund raising events. Berwyn Fire Company implemented advanced life support service (ALS) on September 13, 2002.
